Why an EV pays RUC and a petrol car does not

Both do pay — they just pay differently. New Zealand funds its roads from the people using them, and for a petrol car that money is collected as fuel excise duty built into the pump price. You never see it as a separate charge because it is already inside the per-litre figure.

An electric car buys no petrol, so it contributes nothing that way. Light EVs were exempt from road user charges while the fleet was small, and that exemption expired on 1 April 2024. Since then an EV pays for road use directly, in advance, by distance.

Plug-in hybrids pay a reduced rate because they do both: they buy some petrol, and therefore some excise, alongside the distance they cover on electricity.

The practical consequence is the one worth internalising. RUC is charged per kilometre travelled, not per unit of energy, so it lands on your running cost no matter how cheaply you charge. At the current light EV rate it works out at about 7.6 cents per kilometre — which is in the same range as the electricity itself on a cheap overnight tariff. Charging smarter reduces your power bill; it does not reduce your RUC.

How buying RUC actually works

You buy road user charges in advance, in blocks of 1,000 km, and you run down the distance as you drive. Your licence shows the odometer reading it runs to, and you top up before you pass it. There is a small administration fee on each purchase, which is why buying several thousand kilometres at once costs marginally less per kilometre than buying one block at a time — the calculator above includes that fee so the annual figure is what you would actually spend.

Distance is what matters, not time. A licence does not expire at the end of the year; it expires when you have driven the kilometres you bought. Someone doing 30,000 km a year buys far more RUC than someone doing 8,000 km, which is the sense in which the charge is fair.

Keeping on top of it

The main thing to avoid is driving past the end of your licence, which can attract a penalty. Set a reminder based on your odometer rather than the calendar, and buy the next block before you reach the reading on your current one. If you travel a predictable annual distance, buying a larger block less often reduces both the admin fees and the number of times you have to think about it.

Does RUC change whether an EV is worth it?

It narrows the gap. It does not usually close it.

Take a typical case. An EV using 16 kWh per 100 km charged overnight costs a couple of cents per kilometre in electricity. Adding 7.6 cents of RUC roughly triples that — a big proportional increase on a small number. A petrol car using 8 litres per 100 km at $3 a litre is paying about 24 cents per kilometre, with its road funding already included. The EV is still substantially cheaper to run; it is simply no longer dramatically cheaper.

Where RUC bites hardest is the driver who cannot charge at home and relies on public DC charging. There the energy cost is already several times a home tariff, and adding a flat 7.6 cents per kilometre on top can bring the total close to petrol. The other thing RUC changes is where effort pays off. Because it is fixed per kilometre, the only ways to reduce it are to drive less or to drive something that qualifies for a lower rate. Everything you can do about the energy half of the equation — shifting to an overnight tariff, charging at home rather than on the road, using your own solar — still works, but it now moves a smaller share of your total.

Shifting to cheaper charging still reduces your power bill, but it leaves the RUC portion of your running cost untouched.

Is it cheaper to buy RUC in bigger blocks?

Slightly, because the administration fee applies per purchase rather than per kilometre. Buying 5,000 km at once incurs one fee; buying five separate 1,000 km licences incurs five. The saving is modest in absolute terms, but larger purchases also mean fewer occasions to forget, which is worth more than the fee itself.
